Report of visiting justices to gaol and bridewell.

1. Gaol in excellent order and in a state of progressive improvement.

2. Rev. Mr. Boor, chaplain, has died and been replaced by Revs. F. Kendall and N. Kendall who will attend on alternate weeks.

3. Letter received from Secretary of State to be considered fully shortly, however following comments made:- a. It seemed likely that posts of chaplainship to lunatic asylum and of the gaol become separate appointments; b. Silence to be imposed except during labour and religious worship. Visiting justices concerned about the "evil" of disturbance to discipline by frequent entrance of strangers who often visit from curiosity. c. Small alterations to fabric of gaol in progress, and alterations for reception of female prisoners ongoing. Justices requested that these be suspended until after visit of government inspectors, to avoid possible extra expense.

Governor's report

Stated that since directions at last sessions, "silent system" has been implemented to good effect, however impossible to maintain silence whilst prisoners congregate in day-rooms. Reported an increase in punishments arising from enforcement of silent system. Summary of prisoners showed 14 debtors, 21 convicted of felony, 47 for misdemeanours, 15 charged with felony and seven charged with misdemeanours, totalling 105, of whom 1 child and 11 women.

Surgeon's report

Reported 165 cases of sickness, mostly slight, and two deaths - Henry Lander of consumption in February, and William May, a debtor, who was ill on admission and died soon after. Gaol free at present of infectious disease. Two patients now in infirmary - Julian, a consumptive and Ankcorn with disease of the eyes.

Chairman's certificate

No change in number of prison officers and servants, nor in their salaries, except of chaplain who died 18 Sep. last [Rev.Boor]. Permanent new chaplain to be appointed at next sessions. Philip Corney, messenger to the gaol, died 7 July last and has not been replaced. Revs. Francis and Nicholas Kendall to act as temporary chaplains, on alternate weeks, until permanent appointment made.

Convicted prisoners not to be allowed visits or letters from friends during first six months of imprisonment unless "pressing circumstances".

Mr. John Parkin appointed Inspector of Weights and Measures (E. Division and Mr. Josias Phillips (W. Division).

Notices to be given regarding application to parliament for building new courts at Bodmin. Erections of these courts to be considered at adjourned sessions on 25 Nov. next.

Sum not exceeding £20 to or spent for repair of road on Lezant side of Tregew or Trecarrell bridge, at extreme end of county road.

Nicholas Ball of Illogan, lab. indicted for stealing a flannel shirt, another shirt and a pair of trousers, property of William Odgers: four months' hard labour in Bodmin gaol.

Ann Husband als. Ann Pearce of St. Austell, singlewoman, and Catherine Rowse of St. Austell, widow, indicted for stealing three quarts of milk, property of Matthew Roberts: acquitted.

Michael Dawe of Redruth, lab. indicted for stealing five ducks, property of Richard Littlejohn: one month's hard labour in Bodmin gaol, then private whipping.

Notice of abatement to be given to [blank] Gilbert of St. Erth, merchant, for causing a nuisance at St. Erth bridge, and in default of cessation of nuisance a bill of indictment to be preferred at next sessions.

Liquor licence

Appeal by Richard Duble Clemens of St. Keyne against refusal by justices to grant him licence to sell excisable liquors for consumption in his house known as The Boot, which had not previously been occupied as an inn or alehouse: As court equally divided appeal held over.
