Administrative / biographical background

Welwyn Garden City and Hatfield were the eighth and ninth New Towns to be created under the New Towns Act 1946, being designated on 20 May 1948. Although there was a Development Corporation for each town, the same personnel served on the Board of each and the administration was carried out by a single staff. On 1 April 1966 the Commission for the New Towns (which was established as a result of the New Towns Act 1959) took over the administration of the towns by means of two Local Committees. From September 1974 these were combined into a single local committee, which was wound up in June 1978. In November 1982 the Commission closed its Hertfordshire Offices and certain of its records which were no longer required for current administrative purposes were transferred to the County Record Office.
