This committee was originally appointed by the Council on 12 Oct. 1892 to consult with a committee appointed on 7 Oct. 1892 at a public meeting to confer with the Council and the directors of the Waterworks Company as to the water supply in Chester. At first it was intended to conduct a joint inquiry into the water supply of the city, but when the Corporation refused to agree to an inquiry by the Local Government Board, the committee elected at the public meeting withdrew, and the directors of the Waterworks Company thought they ought not to take part
