Antigua: Forwards a memorandum by Inspector of Schools William Skinner concerning the transfer of the primary schools in Antigua from religious denominations to government. Memorandum includes a list of government teachers with their ages, and salaries. Agrees with Skinner that teachers in the government schools should be pensionable.
