Following the creation of the Department of Trade and Industry (DTI) in 1970, the Film, Services, Distribution (FSD) Division was established and expanded from the Board of Trade's Film Branch to include the tourism responsibilities, formerly exercised by the Economic (General) Division 2, which had been increased by the Development of Tourism Act 1969.
In 1971, the FSD Division was reorganised into the new Paper, Printing, Publishing, Services and Distribution Division (PSD), which continued until the abolition of the DTI in 1974. PSD was then split between the Departments of Trade and Industry: paper being included in the Paper, Timber and Miscellaneous Manufactures Branch (PTM) of the Industry Division of the Department of Industry; the remainder becoming the Printing, Publishing, Services and Distribution Division of the Department of Trade.
In 1977, PTM was enlarged to become the Paper, Timber, Minerals, Metals and Miscellaneous Manufacturers Division. In 1982, its functions were transferred to the newly formed Chemicals, Textiles, Paper, Timber and Other Miscellaneous Manufacturers (CTP) Division.
