Bowring to Peking authorities. Asks them to transmit to Emperor the British demand for treaty revision, a demand shared by France and America. Present rebellion in China has made revision even more necessary. Has come to Tientsin for negotiations becauseCommissioner Yeh indicated that he had not been empowered to do so. Requests that another Imperial Commissioner be sent to Tientsin for negotiations.
