Description

Ch'i-ying to Davis. Promised Pottinger only to discuss entry question after Canton has settled down. Has repeated this point in all subsequent correspondence with Davis and during their meeting in Hong Kong. Recently issued proclamation at Davis' behest concerning entry and that led only to riots. Davis cannot accuse Cantonese of breach of treaty as entry into city is not in treaty. Davis cannot insist that stubborn Cantonese be executed: `villains' at Feng-hua were executed because they plotted to rebel. [This despatch was rejected by Davis and returned to Ch'i-ying on the ground that its language was improper - see F.O. 682/1979/34.]
