Folio(s) 437-438. Letter to George Hayward Tugwell, banker, Bath [Somerset], from William Cookson, Mayor of Leeds [Yorkshire West Riding], asking him to convey to [John Jones, magistrate,] the annexed copy of a letter from a man under surveillance at the behest of the Home Office. The original would be posted on the following evening. Cookson suggests that the delegates should be allowed to transact some business against which they [the magistracy] may act. He believes that, until decisive action was taken against the leadership in Leeds, it would be impracticable to prevent combinations amongst shearmen.
Annexed is a letter of 27 August 1802 [wrongly copied as 1801] to Mrs Mary Tucker, near the market place, Trowbridge [Wiltshire], from George Palmer of Leeds, informing her that two Yorkshire men were on their way to see her, chosen by the committee of Leeds to act on their behalf. They would be at Frome on Wednesday, 1 September, at the house of James Palmer, painter, Trooper Street, and he hoped that she would be there to greet them.
