From: H J Hollier, Clerk to the Aberdare Local Board of Health, Aberdare [Glamorgan].
A letter regarding the rejection of the Aberdare Board's application for a loan from the crown. [The loan was for £7000, £5000 to be spent on converting 49 acres of waste ground to a public park and £2000 towards the cost of covering portion of the River dare which run through built up areas in the District. The loan was refused in part because of the fact that the residents of Hirwaun [Glamorgan] within the district are attempting to separate from the Board District and had appealed for the loan to be stayed until the matter of separation was resolved]. Hollier appeals for the loan to be granted, stating that the question of Hirwaun is not relevant due to the relatively small size and low rateable value of the Hirwaun portion of the Board's District. He states that the loan is dearly needed, as the work on converting the waste ground will be lengthy and the sanitary conditions of portion of the River Dare will become an 'intolerable nuisance' which poses the risk of spreading 'Epidemic Diseases'. Hollier therefore requests that the Home Secretary be appealed to to grant the loan.
