Description

Folios 190-191: C Cunliffe Owen, Lyons, France. Sends a copy of his letter of 8 November. He might have included the name of Sir Sidney Smith as one of those who assisted him, and has been repaid (the amount was between £60- £70). Mr Charaud's is the only debt not repaid. He left it until last as he considered it a loan from a Government agent, who assisted not only him, but also the poor gentleman he brought with him from Serbia. He did not feel he had acted unfairly towards Mr Charnaud and was disappointed not to be able to go via Salonika on his way to Constantinople. Gives a reminder that he offered his services to assist in organising the Turkish Marines, and made the same offer to Mr Ramadani, the Charge d'Affaires of the Portes [Ottoman empire] on the news of the impending rift between Russia and the Portes. He intends publishing an account of his captivity and escape, and His Excellency Mr Liston will see that he has not been correct in his statement.

Folio 192: enclosure with folios190-191. Letter dated 24 November 1815 from unknown writer. The origin of the complaint against Captain C Owen can be seen from Mr Hamilton's note of 20 October. The enclosure cannot be found, but the Captain's answer explained the circumstances. Mr Hamilton has been given a copy of the letter and no further action is required at present.

Folios 193-196: enclosure with folios 190-191. Copy of folios 171-174.
