Respecting proposals to lay cable between Vigo and the Canaries: informs he has received from the Agent of the Eastern Telegraph Company a petition to the Spanish Government; he is holding back to give the company time to consider proposal from the French Company; he has also received a copy proposal sent to the Spanish Government by the India Rubber and Gutta Percha Company.
