In 1945 the report of the Committee of Enquiry on the Gas Industry (Command 6699) proposed a structure for the nationalisation of the gas industry; its recommendations were broadly adopted in the Gas Act 1948. The Act established 12 Area Boards, appointed by the minister, charged with the production and distribution of gas and its associated products from the existing gas undertakings vested in them. A Gas Council, consisting of a Chairman and Deputy Chairman appointed by the Minister together with the Chairmen of the Area Boards, was constituted to advise on matters relating to the industry as a whole, and to promote and assist the work of the Area Boards.
