In 1984 the Law Society funded an experimental project (the Law in Education Project) in association with the National Curriculum Council. Based on the achievement of the Law in Education Project, the Citizenship Foundation was established in 1989 as an independent education and participation charity that aims to encourage and enable individuals to engage in democratic society. The Foundation's work focuses in particular on developing young people's citizenship skills, knowledge and understanding of the law, democracy and public life. The Foundation is supported by the Law Society Charity and the Cabinet Office's Office for Civil Society.
