The Poor Law Commission and Board were given responsibility for supervision of the use of land and the erection of buildings by poor law authorities. An architect was appointed with his own staff to approve such plans submitted by unions.

The Architect's Department continued in the Local Government Board, where it was primarily concerned in the consideration and approval of plans for the erection, extension or alteration of poor law institutions, infirmaries, children's homes, poor law schools, hospitals and sick asylums. The related administrative work was handled by the General Correspondence Department, to which the architect reported.
