Philip Stephens. We are to provide transports for 3 Regiments at Plymouth and one at Portsmouth. Have 6 transports at Plymouth ready to receive troops and 11, listed in the margin, are at Spithead with orders to go to Plymouth. They will be ready to receive troops immediately upon arrival and ask for an order for a convoy. Some will still remain at Spithead ready to receive troops and when the numbers are known, transports will be appointed.
