Folios 420-423. Draft letter from the Poor Law Commission to the Keighley Poor Law Union, which states that the Commissioners have considered the response of the guardians to the reports of Charles Mott and John Walsham [Assistant Commissioners, Poor Law Commission]. The Commission includes a copy of the report of the Select Committee of the House of Commons on the management of the poor in the Keighley Poor Law Union with the evidence presented to the Committee [not included]. The Poor Law Commission had waited until the report had been completed, it did not consider an earlier reply was necessary as the guardians had prepared for the start of the Labour Test Order by making arrangements for the employment of the able-bodied poor in various ways. After careful consideration of the circumstances in which the Keighley Union is placed because of the recession in the manufacturing trades and the unsuitable workhouse accommodation which does not lend itself to efficient operation of the Outdoor Labour Test Order, and from the evidence of Charles Mott [Assistant Poor Law Commissioner], the Poor Law Commission is willing to suspend the operation of the order until the end of the present parochial year. The Commission directs that all cases of able-bodied men, who may be given relief at the discretion of the guardians contrary to the provisions of the order, should be reported monthly to the Commission. The Commission expects the guardians to establish a gradual improvement in the system of relief so that it will eventually comply with the principles of the Poor Law Amendment Act. There are also some contemporaneous notes for the draft letter. Annotated: Mr Lumley [William Golden Lumley [Assistant Secretary to the Poor Law Commission] to prepare the suspension order, with the proviso as stated in the letter of 1 August 1842. The Commissioners state that it must be understood that the irregularities proved to exist by the evidence presented to the House of Commons ultimately must be stopped. Paper Number: 8649/B/1842.
