- Folios 282-283. Letter from Henry Saunders, Clerk to the Guardians of the Kidderminster Poor Law Union, to the Poor Law Board enclosing a copy of Bye-Laws made on the formation of the Kidderminster Union and subsequently adopted at every annual meeting. Henry Saunders asks the following questions: Do the guardians have the power to make such laws? Are there any objections to the 4th law, which may be partly unnecessary, and also the 7th in consequence of changing laws? The enclosed printed sheet of Bye-Laws records the first meeting of the Board of Guardians held at the Lion Inn, Kidderminster, 15 October 1836. The Chairman was Mountnorris [Lord Mountnorris, of Arley near Kidderminster]. The purpose of the Bye-Laws was to ensure regularity and order in the procedure of the Board. Instructions contained in the resolutions included: 1. A guardian who wished to speak had to stand up and address the chairman. At all other times he must remain silent. 2. Motions had to be submitted to the board in writing by the mover and, if seconded, would be discussed. 3. No guardian, except the mover, could speak more than once except when required to give an explanation or answer a personal call. The mover could speak once on his own motion and again in final reply. 4. No resolution which had been adopted could be rescinded or altered without first giving 2 weeks' notice. This had to be entered in the minutes of the weekly meeting. The clerk had to give all the guardians 3 days' notice of a proposed alteration being discussed. The consent of two thirds of the guardians present was required to rescind or alter a resolution. 5. The chairman and vice chairman were to be members of all committees unless expressly excepted. Three members formed a quorum. 6. After the last day of November [30 November 1836], all paupers were to be relieved weekly. 7. Under the rules of the Poor Law Commission all paupers not residing in their respective parishes, but entitled to relief, must name a resident of their parish to receive their weekly relief. Every 3 months they must furnish a certificate, signed by the clergyman or churchwarden of the parish, on their health and circumstances. Annotation: [Ask] Mr Lumley [William Golden Lumley, Assistant Secretary to the Poor Law Board] for his opinion on these bye-laws. Laws 1, 2, 3 and 5 are unobjectionable. The four law is partly superseded by the General Consolidated Order. The 'residue is not legal'. The seventh is not contrary to the law [but] is not the policy of the Poor Law Board.
