Harrington to Dunmore: the king is pleased at the progress of the embarkations. Dunmore should have received from Trevor the permission of the states [general] for the passage of the Hessians. When he sends specifications of the forage magazines he will receive further instructions. On a report of French warships at Dunkirk, the admiralty has been ordered to strengthen the convoys.
