Whilst the original title of this file 'Minutes of TURC Management Committee' does not fully represent the range and nature of the records contained, it does reflect the rationale for creating the file. The file is organised around the agendas for specific Management Committee meetings, with supporting papers appended. This file focuses on operational aspects of TURC, rather than its campaigning role. Glimpses of this role are provided however by the supporting papers. These supporting papers include the minutes of previous Management Committee meetings, and minutes of associated meetings, which are summarised below. Reports, financial statements & accounts and correspondence concerning TURC business are also contained. Again, these are summarised below.
Collectively, these papers reflect the company structure of TURC, and the relationship between the various components of TURC, and the relationship between TURC and Birmingham Trades Council, as well as with various constituents of the Trades Council, such as YETRU and the NHS Monitoring Unit. An insight into some of the activities undertaken by TURC is provided, as are the sometimes conflicting attitudes and approaches of Management Committee and the staff to issues facing TURC., for instance over the process of merging TURC and YETRU.
This file contains some partial duplicates of items included elsewhere, but they provide a different context for this file, and are therefore retained.
Papers in this file are in general ascending but not strict chronological order (The earliest records are generally at the rear of the file, rising to the latest at the front). This general chronological order partly reflects the nature of the records, which are an accumulation of papers considered at, or in support of business meetings. Individual papers are related to specific meeting agendas, and are assembled in the order dictated by the agenda, which may not be in strict date order.
Two separate numbering systems are in place:
The first sees every sheet numbered consecutively from 1 to 118 (1986 - [March?] 1987), but with a gap between 73 and 83. The missing papers may relate to the proposed Acquisition of Digbeth Civic Hall (Agenda for 17th February 1987 refers (86 in chronological sequence) However, there are two sets of handwritten (draft) Management Committee minutes (for 16/09/1986 & 16/12/1986) that are not included in the numbering sequence, yet are interleaved within the sequence. The final typed versions are numbered in sequence. Please note that handwritten (draft) minutes for 17/2/1987 are included in the chronological sequence (90 - 95)
The second numbering system covers June 1987 to May 1989 and is agenda specific. For each agenda, the supporting papers are annotated against the relevant agenda item. This annotation is sometimes by number, sometimes by letter. Whilst all agendas in this date range are annotated (either by typescript or in ink) not every set of supporting papers is annotated, and some enclosures are not specifically referred to on the agenda. Some at least of these may have been tabled at the meeting itself.
Papers covering the period [March?] 1987 to May 1987 do not fall within any sequencing system, indicating an interim period between file creators. Prior to [March?] 1987, calling papers and agendas were circulated by Annette Sandy (Administrative Assistant / Clerical Worker) or Mick Rice (Chair of TURC Management Committee). Between [March?] and April 1987, Mick Rice and Geraldine Egan (Vice Chair of Management Committee) PEANUT issued such papers. This reflects the lack of a Centre co-ordinator. From May 1987 until May 1989 Geraldine Egan, as Centre Co-ordinator issued calling papers and agendas, the second form of referencing reflecting this change.The following agendas and minutes are included in this file:

These papers cover practical matters such as accounts and finances, building issues and personnel activities [recruitment, remuneration and conduct]. Policy issues include a suggested move of premises to Digbeth Civic Hall and the production of the BTUC handbook.

Brief details of the records in this file are included, together with the numbers allocated to them. This is in order to demonstrate the range of issues tasking the Management Committee and staff in this period. The value of these records is primarily in their relationship to each other, and they will therefore be served to researchers as a single entity. Agendas are shown in bold type.
