Dispensation from Robert Leslie, Grand Secretary, London to John Bowyer informing him that the Antients' Grand Lodge have approved a Lodge meeting at the Boothall Inn, Gloucester authorising James Ingram as Acting Grand Master to open a Grand Lodge pro tempore to constitute the proposed new Lodge as No. 316 in Gloucester. Endorsed by a letter from John Bowyer dated 21 January 1799 informing the Grand Secretary that the Lodge was constituted as agreed with Charles Parker as Worshipful Master, Samuel Poole Palin as Senior Warden, Richard Draper, Junior Warden, Richard Morton, Senior Deacon, John Spencer, Junior Deacon, John Bowyer, Secretary and Treasurer and Thomas Forty, Sword Bearer. Signed by members of Lodge, No. 389, meeting in the 2nd Squadron of Lord Drogheda's or 18th Light Dragoons (Irish Constitution), including James Ingram, as Acting Grand Master, Joseph Carlisle as Grand Senior Warden, Cornelius Fitzpatrick as Grand Junior Warden, Thomas McNab as Grand Senior Deacon, John Hall as Grand Junior Deacon and John St John as Grand Sword Bearer.

Royal Lebanon Lodge was granted a warrant by the Antients' Grand Lodge on 18 January 1799 to meet as No. 316 and named in 1801. It met at the Boothall Inn, Westgate Street, Gloucester from 1799. After the union between the Antients' Grand Lodge and Moderns' Grand Lodge in 1813 to form the United Grand Lodge of England in 1813, the Lodge received the number No. 401. In 1817 the Lodge moved to the Bell Inn, Southgate Street, Gloucester and in 1821 to private rooms in New Inn Lane, Gloucester. The Lodge was erased on 5 December 1838.
